This article is dedicated to the sixtieth anniversary of Menikhes Leonid Davidovich. He is Professor, Dr. of Physics and Mathematics, Head of the Functional Analysis Dep. of the SUSU, Chairman of Chelyabinsk Regional Branch of the Scientific and Methodological Council of Mathematics of the Ministry of Education and Science of the Russian Federation.
